Case Management/Electronic Case Filing System (CM/ECF)

Court documents must be filed electronically through the CM/ECF system. The ECF system allows registered users to file and receive documents electronically over the Internet from anywhere in the world, 24 hours a day, 7 days a week.

On-line ECF training is required and available on the court’s website at no cost. For new users, visit the PACER Computer Based Training Site and begin with An Introduction to CM/ECF, which is the first of 12 modules listed for an interactive training. To learn how to submit a proposed order, file a new civil complaint, or those needing refresher training, view the Local Court Video Tutorials listed below. It is suggested that all users review the written FAQs, Troubleshooting Resources and Reference Guides, for helpful tips for filing in the Western District of North Carolina.

Before registering for an ECF Account, attorneys are required to read the Court adopted Administrative Policies and Procedures pertaining to electronic filing:

 • Administrative Procedures Governing Filing and Service by Electronic Means
 • New User On-Line Training
 • ECF Account Registration Form
